If a child is born to resident alien in a foreign country on active service, what is the child's nationality?

A US Resident Alien serving in Germany had a child born to an Italian citizen. What are the child's chances of becoming a US Citizen if parent was serving in the US Army? Are they Italian or the nationality of the serving parent? Odd question, but any comments are welcomed.

The chances, at this moment, and at the time of the child's birth of being a U.S. citizen are absolutely zero. The child was not born to a U.S. citizen, and was not born on U.S. soil and subject to the jurisdiction thereof.

The child might be Italian. The child might be a citizen of the military person. The child may be German. The child may be a dual national, enjoying the citizenship of both parents. Several possibilities here. There is one possibility we can be sure is not present.

The child is not a U.S. citizen.
